After AOS publishes the standalone CLI, replace Ward duplicated substrate mirror hydration with the released AOS runtime primitive. Ward retains the governed target clone, writable grants, credentials, issue reservation, reaper, landing, and audit contracts. Ward must not fetch runtime config upward from the AOS reference implementation or move Ward policy downward. Add contract tests proving that substrate paths and read-only behavior match docs/aos-cli.md. Depends on coilyco-flight-deck/agentic-os#637 and coilyco-flight-deck/agentic-os#639.
