The repository-wide code-comments pre-commit hook currently fails on 34 existing comments in promote.yml, release helper scripts, and release contract tests. This blocks unrelated narrow fixes from landing without bypassing hooks. Move long implementation notes into existing release docs or reduce them to validator-compliant two-line anchors, preserve behavior, and verify pre-commit run --all-files is green for code-comments. Discovered while validating ward#1502.
