This change preserves PR refs when brokered engineer dispatch is reserialized, so open-PR backpressure treats owner/repo!N as continuation work instead of fresh issue work.

  • Preserve merge-request syntax in brokered engineer argv.
  • Add regression tests for PR ref rendering and the continuation bypass.
  • Verified with go test ./....
