Evaluate and adopt reviewdog for structured PR comment plumbing where it can replace Ward-owned formatting or placement glue without changing Ward's review gate semantics.

Scope

Identify current Ward paths that synthesize PR or review comments from tool output.
Determine where reviewdog can own annotation formatting, line mapping, or repeated-comment management.
Keep Ward's workflow state machine, review gates, and merge authority unchanged.
Land a narrow integration if one call path is clearly low-risk.

Non-goals

Do not replace the Ward review gate with reviewdog.
Do not change the QA/review quorum behavior.
Do not introduce a broad evaluation harness; Promptfoo and Inspect AI were explicitly voted down for this slice.
