The issue is for evaluation only. It is not approval to externalize Forgejo PR or CI glue.

Scope

Evaluate whether Forgejo-specific PR and CI helpers should sit behind a PullRequestWorkflow seam.
Keep the PR workflow state machine in Ward unless later approved.
Recommend whether to proceed, split further, or abandon.

Non-goals

Do not move forgejo_actions.go.
Do not change merge, rerun, or status behavior.
Do not create an external adapter.
