Decision

The split-to-ward-cli proposal is denied in coilysiren/inbox#210.

Kai's direction is to evaluate removing the contributor CLI layer entirely instead. That requires an audit of downstream consumers before any removal work starts.

Scope

Inventory consumers of ward exec, ward git, ward audit, and repocfg.
Identify which consumers can be deleted, migrated, or replaced.
Produce a removal plan with dependency order and no implementation in this issue.

Non-goals

Do not create a ward-cli binary or repo.
Do not compatibility-mount a split CLI surface.
Do not remove commands until the audit is reviewed.
