Centralize ward-authored issue and PR comments under WARDED_WORKFLOW and keep legacy WARD-* parsing only.

This centralizes the visible header strings and parser entry points so the comment surface has one canonical source of truth. It also preserves legacy thread parsing while switching new emissions and docs to the new prefix.
