Carved out of ward#1117 so the shipped two-stage flow can close. The spec's remaining item: with release now the last-known-good branch (live on ward, aos, cli-guard as of 2026-07-12), add the super-heavy test that asks goose to one-shot a ticket inside k3s against the release branch, gating stage 2's tag.

Closing because Kubernetes-backed release verification is outside the v1 product boundary and conflicts with #1528, which removes Kubernetes knowledge from Ward core.
