The problem

We had this before but it was in container and the reliability was poor. Riding brokered dispatch adds our reliability layer

(When dispatch is working at least...)

Proposed change

Look up the previous impl to get inspo

Alternatives considered

Before filing

I searched existing issues and this is not a duplicate.
This stays within ward's scope (the dev-verb gate / agent driver), not a personal-infra or downstream-repo verb.
