GitHub is a downstream mirror. Remove the GitHub Pages deployment workflow so GitHub validates current source but never publishes or deploys it. Keep Forgejo as the only publication owner.

This is the cli-guard slice of coilyco-flight-deck/infrastructure#676. GitHub Actions is temporarily disabled fleet-wide for the historical tag migration and may return after that migration, but the Pages publisher must not return.

Landed e76edeb535 on Forgejo and GitHub main. The commit deletes the GitHub Pages publisher and documents that GitHub performs validation only. Full pre-commit passed. The Go suite passed with a short macOS TMPDIR. The existing Pages output was not deleted. GitHub Actions remains disabled for the historical tag migration.
