Child of #239 install-and-release workstream.

Ship kdl-specs as a standalone packaged CLI without changing the consumer-neutral engine boundary.

Acceptance:

kdl-specs --version reports the installed driver version and the cli-guard module ref that lock will freeze by default.
Tagged releases publish Linux, macOS, and Windows binaries for amd64 and arm64 plus SHA256SUMS through the existing Forgejo release pipeline.
go install from a Forgejo tag is a documented supported path.
README, kdl-specs docs, release docs, and FEATURES describe the packaged surface.
Focused tests, cross-build verification, and the full repository gate pass.

The coordinated cli-guard to agent-guard rename remains out of scope under #200.
