Goal

Two more outputs of the describe model (chunk 2), aimed at shells and agents.

Scope

Shell completions - emit urfave/cli completions for the generated verb
tree.
Skill emission - generate a SKILL.md from the same describe model: verb
tree, auth/SSM note, deny-by-default, dry-run, and the
orgs-are-the-safe-fixture rule. On request only; emits to a path, never
auto-installed into ~/.claude/skills/ (that stays a deliberate setup.sh
action).

Depends on

Chunk 2 (the describe model). Per the no-code direction, this is a driver
skill verb, not a make skill target.
