Bump the agentic-os pre-commit rev to v0.3.0.

Picks up the gitignore-respect fix and the SKIP_DIR_NAMES prune from coilysiren/agentic-os. Eliminates false-positive code-comments violations in generated directories like .cache, pkg, htmlcov, node_modules, dist.
