Migrate session-lattice to the central flight-deck homebrew-tap

session-lattice ships only the per-repo bump-formula today. Move both
formulae onto the centralized coilyco-flight-deck/homebrew-tap monorepo
pattern (github-native, matching ward):

Seed Formula/session-lattice.rb + session-lattice-puller.rb into the
central tap (done; puller depends_on retargeted to
coilyco-flight-deck/tap/session-lattice, stale coilysiren/ refs fixed).
Add a bump-tap-formula job to .github/workflows/release.yml that
rewrites both tap formulae via the forgejo Contents API using
HOMEBREW_TAP_TOKEN. Keep per-repo bump-formula one cycle as fallback.
Update release.yml header + AGENTS Release.

Central install: brew tap coilyco-flight-deck/tap https://forgejo.coilysiren.me/coilyco-flight-deck/homebrew-tap && brew install coilyco-flight-deck/tap/session-lattice.

Also folds in the unpushed local fix(formula) puller-pkgshare-marker commit
and reconciles forgejo as canonical (github fast-forwarded to match).
