Part of #233.

Scope

A health/freshness route with a HumanLines variant: is repo-recall itself alive and current. /api/scan-version already returns {scan_version} - enrich into a watchable line.

Proposed line: scan v<N> · last <age> ago · gh <ok|rate_limited|unauth>. One line, well under 80 cols.

Depends on the tracer-bullet slice. AFK once that lands.
