Forgejo deploy-health ingest (deferred from #109)

ReqwestForgejoClient::fetch_deploy_health returns Unconfigured — Forgejo Actions run ingest
was deferred in #109's scope fence ("implement only if cheap, else file").

Want: map Forgejo's Actions API (GET /repos/{owner}/{repo}/actions/... runs, branch-scoped)
into the existing DeployHealth shape so remote-first hosts get the deploy status column for
Forgejo repos, matching the GitHub path (parse_deploy_health_json).

Lower priority than commit/issue/PR hydration; the column simply renders empty for Forgejo today.

Closing. The Claude-session observability tree (repo-recall / luca / session-lattice) is retired in the June 2026 surface reduction.
