Moved from coilyco-bridge/agentic-os-kai#6. Per the policy of relocating repo-specific skills out of agentic-os-kai, the coding-otel-a2a-relay skill belongs with this repo, not the operating-context repo. Add the coding-otel-a2a-relay SKILL.md here.

Follow-up to #757 and commit 9b7ccb1: the commit landed the config/mcporter.json half but the .agents/skills/coding-otel-a2a-relay/SKILL.md file the commit message describes was never staged. The skill file exists in the working tree; add it.
