Align release with the agentic-os always-minor model.

Drop the now-dead default_bump: patch from the tag-bump@main caller so every push to main cuts a minor bump. Major is hand-driven only (cut the vN.0.0 tag by hand; pushes resume minor from there), never inferred from commit messages.
Update this repo's AGENTS.md release / commit-doctrine text to match the relaxed conventions: conventional-commits and same-repo issue references are encouraged but no longer hook-enforced.
