The scoped Forgejo runner rollout left coilyco-gaming/sirens-discord-ops without a runner that advertises the deploy label. Its main workflow publishes the Sirens Echo OCI image and has waited indefinitely since the legacy global runner was retired.\n\nAcceptance:\n\n* Infrastructure registers a deploy runner to the exact coilyco-gaming/sirens-discord-ops repository scope.\n* The runner reads a distinct repository registration token from SSM.\n* The general coilyco-gaming runner remains docker-only.\n* Flux reconciles the new runner and the waiting publish job starts.\n* Scoped-runner docs and validation cover the additional approved publisher.
