scout-displacement phase 1 prescribes a fixed inventory toolchain - scc (size/COCOMO cost), ast-grep (structure, already present), repomix (context-as-code). Declare the two missing formulae (scc, repomix) in the mac homebrew baseline so the toolchain installs reproducibly via coily ansible-freshen.
