Part of the dogfooding push following the runner deploy in #113. coilysiren/infrastructure becomes Forgejo-primary; local origin fans out push to both Forgejo and GitHub.

This issue covers the easy two workflows: lint.yml (pylint) and trufflehog.yml. Caddy-shortcuts has GraphQL-coupled signing and lands in a separate follow-up. Docs / ruleset cleanup in another follow-up too.
