Adopt the new context-load-points pre-commit hook shipped in agentic-os v0.10.0 (per coilysiren/agentic-os-kai#505). Refreshes the managed pre-commit block to rev: v0.10.0 with the new hook id; where the repo had an AGENTS.md but no Claude bridge, also adds a one-line @AGENTS.md CLAUDE.md.
