Roll out the agentic-os v0.3.0 managed pre-commit hook block to this repo.

This repo had no .pre-commit-config.yaml; add the standard managed block (catalog-doc-size, catalog-trifecta, documentation-layout, code-comments, catalog-block-present, validate-skills, dead-cross-links, closes-issue, conventional-commit) pinned at rev: v0.3.0, matching the fleet-wide baseline rollout.
