Closes #881.

Requires attended FORGEJO_ADMIN_TOKEN input for administrative Forgejo scripts, removes the unused Secrets Manager read verbs from AOSguard, and updates documentation plus focused coverage.

Validation: ward exec test, 627 passed. ward exec pre-commit-all passed.
