Advance docker/dev-base/full/Dockerfile from Agent Compose 2.1.0 to the first published release containing commit b0814a8, then validate and land the normal dev-base rebuild.

Why this remains

PR 876 landed the AOS provider and host composer migration while Agent Compose release run 149 was still active. That run later timed out and was cancelled without publishing v2.2.0. The landed provider safely self-suppresses against 2.1.0 because that version has no statusline command.
