ward.workflow: pull-request-and-merge

Summary

  • Always promote the full consumer image to the moving release alias regardless of workflow dispatch ref.
  • Bootstrap release planning and metadata jobs from the already-promoted latest image, so a missing release alias is repairable.
  • Document the repair and idempotent retry contract.

Validation

  • ward exec test -- tests/test_dev_base_publish_workflows.py, 10 passed.
  • ward exec repo-test-gate, 622 tests and the full pre-commit suite passed.
