Acceptance:

docker/dev-base changes select the appropriate image tiers
non-docker changes do not start dev-base image builds
local classifier tests and the repository gate pass

Dev-base PR validation and publication currently trigger for named contexts and build-definition paths outside docker/. Narrow the shared impact classifier so only changes under docker/ select image tiers. Preserve manual workflow dispatch as the explicit override. Acceptance: * docker/dev-base changes select the appropriate image tiers * non-docker changes do not start dev-base image builds * local classifier tests and the repository gate pass
