Summary

Vendor Forgejo issue-pin operations into the pruned AOSguard contract.
Add list, pin, reorder, and unpin commands fixed to coilysiren/inbox.
Repair the pre-existing repo-tracker documentation link exposed by the full gate.

fixed-target dry runs for pin, reorder, and unpin
