Adds a repository-owned release-impact classifier. Automatic aos-v releases now run only for shipped CLI or package inputs. Dev-base publication now runs only when the existing affected-tier contract reports image work. Workflow dispatch remains the explicit override. Validation: 614 pytest tests passed, and the complete pre-commit catalog passed.
