The CEO role is present in AOS policy and routing, but aos --role ceo acompose still fails because the released dev-base image pins agent-compose 0.36.0.

Acceptance:

bump AGENT_COMPOSE_VERSION to 0.55.0 through the owning dependency-bump surface
validate the dev-base contract and repository gates
publish through the normal AOS release and dev-base pipeline
prove a noninteractive CEO composition succeeds against the released image

workflow: pull-request-and-merge

WARD-OUTCOME: done. Review summary: the owning dep-bump surface changed one image pin. Focused dependency and image tests pass, 31 total, and dev-base-check passes. Linux PR CI is the authoritative full gate.
