Problem

tooling-skill-authoring SKILL.md description is ~340 bytes, over the 200-byte cap for non-router skills.

Fix

Trim description to ~120-180 bytes. Lead with tool framing plus 2-3 key topics. Move trigger keywords into a ## Triggers body section. Body already covers all stripped topics in detail.

Part of the serial sidequest sweep trimming tooling-* skill descriptions.
