Defect

agents-context-inventory accepts a --current-repo value absent from the resolved manifest. It emits global-only active cascades and --check can return success, creating a false-green context measurement.

Acceptance

Library report construction rejects a selected repository absent from the inventory.
The CLI reports the invalid selector without a traceback and exits 2.
Regression tests cover the library and CLI paths.
Existing manifest, cascade, and deterministic-render behavior remains green.
