Add actions-run-one-line to DEFAULT_HOOK_IDS in scripts/apply-agentic-os-hooks.py after both prerequisites are complete:

agentic-os#673 is merged and a release tag contains the new hook
coilyco-flight-deck/infrastructure#613 has migrated the 139 existing consumer violations

The release ordering is required by the existing test_default_hook_ids_present_at_default_rev invariant. Enabling the ID before a tag contains it makes consumer pre-commit initialization fail. Enabling it before migration makes the pin-converge service park affected repos when their full suite fails.

Done when the managed-block renderer includes actions-run-one-line, its rollout tests cover the ID, the complete aos suite passes, and the existing infrastructure agentic-os-pin-converge service can propagate the next release without parked repos.
