Remove the source-built ward bootstrap and the .ward doctor step from the promote gate so main -> release stays on the cheap repo-test path after #569.

  • promote.yml now gates only on uv run pytest and pre-commit run --all-files
  • tests/test_pull_request_ci_workflow.py now forbids the ward bootstrap steps in promote
  • Validation: ward exec test, ward exec pre-commit-all
