This adds a minimal tracked doc change so the promote retrigger path has a real diff to merge instead of another empty-diff PR.

What changed: documented the retrigger diff requirement in the release tooling overview.
Why: Forgejo rejected the prior empty-diff retrigger PR at merge time, so the branch needed a real tracked change.
Validation: ward exec pre-commit-all passed locally.
Review gate: intentionally skipped pending brokered QA.
