This moves the fallible release publication ahead of the branch fast-forward so release stays last-known-good. release.yml becomes a manual retry path instead of a branch-push gate, and the docs now describe the new contract.

Move tag/release/asset publication into promote.yml before the release push
Remove the release branch push trigger from release.yml
Update release, dev-base, and mirror docs to match

Tests:
