This removes the obsolete .ward/ward.bundle.kdl manifest, keeps the release tarball deny-list aligned with the remaining shipped files, and adds a test that asserts the manifest is gone while ward doctor remains the load gate.

Validation: ward exec test and ward exec pre-commit-all passed locally.
