Smoke test warded engineer dispatch from the read-only director surface.

Acceptance:

The engineer container boots from this issue.
The engineer leaves an issue comment confirming the run reached a live container prompt.
No repository code change is required.

This is only a dispatch smoke test. Use patch-only behavior and exit after confirming startup.
