The coilyco ward bundle keeps direct-main as the fleet default and overrides only coilyco-flight-deck/ward to pull-requests-and-merge.

Validation: HOME=/tmp/ward-home ward --audit-override-dirty exec pre-commit-all --; HOME=/tmp/ward-home ward --audit-override-dirty exec test -- tests/test_ward_specs_bundle.py.

Closing this PR as unsafe to merge. Local fetch showed issue-351 is based on the old salvage branch, not current main, so this PR would bring unrelated stale release-action changes along with the workflow-defaults fix.

A fresh agentic-os#351 run should start from current main and reapply only the ward-spec defaults/test/docs change.
