Closing this stale salvage PR as unsafe. Local diff against current main shows it would remove the newly landed ward-spec defaults/validation and other release recovery work.

The useful #355 scope should be re-run from current main and limited to the dev-base toolchain files: docker/dev-base/Dockerfile, docs/FEATURES.md, docs/dev-base-auto-bump.md, docs/dev-base-image.md, scripts/dep-bump.py, and tests/test_dep_bump.py.
