Reduce scripts/apply-agentic-os-hooks.py to a thin local-dev shim (or remove) once the ansible precommit-hooks role (infrastructure) is proven on a real fleet coily ansible-freshen apply.

The role is the native blockinfile reimplementation of this script (authoring-vs-rollout rule: validators authored here, rollout lives in infrastructure/ansible). Keep the script until the role has run apply on the fleet at least once; then this becomes the single rollout path.
