Follow-up to #159, which extended code-comments to YAML.

Two debts to retire:

agentic-os self: pre-existing YAML comment blocks grandfathered via [tool.agentic-os.code-comments] excludes in pyproject.toml (skill-discipline example files, the skills category registry, warp launch configs, the two .pre-commit-*.yaml). Trim to <=2 contiguous lines / <=90 chars, pushing durable detail to docs, then drop the excludes.
Fleet-wide rollout: every consumer repo picks up YAML comment-discipline the next time it bumps the agentic-os rev. Sweep each repo's YAML (workflows, k8s manifests, ansible) as it bumps. infra is the proving ground and is being cleaned in coilysiren/infrastructure now.

Read-only tracking issue; no rush.
