coily removed the COILY_COMMIT_SCOPE env var (and the --commit-scope flag). Ops verbs are host-wide and don't bind to a repo.

Scrub the dead references:

warp/launch_configurations/claude-luca.yaml - per-tab export COILY_COMMIT_SCOPE=... and the convention comment.
warp/launch_configurations/claude-luca-{luca,repo-recall,session-lattice}-claude.sh - header comments referencing the env var.
.agents/skills/tooling-elevenlabs-persona/references/invocation.md - a sample SSM fetch passing the dead flag.
