Follows #1397. Three more docs/ pages are the same family it moved: signoz.md, forgejo-ops.md and forgejo-actions-runs.md all document aosguard ops leaves, so they join aosguard.md in the tooling-aosguard skill's references/.

That took docs/ to 33 of 40, and the three pages that three issues were blocked on now fit.

The deferred work, landed

#1341 - docs/aterm.md sat at exactly 8000 of 8000 chars. #1340's one sentence about kitty outliving its last window did land, by squeezing the file to the byte. Split at the bundles boundary the issue itself proposed: aterm.md is now 5306 chars (2694 of headroom) and docs/aterm-bundles.md carries the launcher detail.
#1312 - docs/forgejo-issue-labels.md, the walkthrough written for #1105 and dropped. The guard's reasoning lived only in a describe string: why it takes names rather than ids, why the refusal happens at bind time so nothing is half-filed, and why the globs enumerate rather than wildcard (the labels endpoint drops an unknown name silently with a 200, so priority/* would accept priority/p2 and apply nothing).
#1274 - the budget itself. docs/ is 35 of 40 with five slots free and no page at its cap.
#1303 - the root cause: a new rule had nowhere to put its rationale.

Both new pages are linked from docs/FEATURES.md. Full pre-commit suite green, 759 tests pass.

moved: signoz.md, forgejo-ops.md and forgejo-actions-runs.md all document
`aosguard ops` leaves, so they join aosguard.md in the tooling-aosguard
skill's references/, which takes no size cap and no docs count.
