Adds the link to coilysiren/inbox#417, paid for by reflowing the same section, since the page sits exactly on its 120-line cap. Nothing else changed.

Follow-up to #1229. That PR deferred hook 2 and said why, but the done-condition in #1228 asked the deferral to point at the web-content format's only draft, and it did not. A reader had nothing to follow, so the deferral read as a shrug rather than a decision waiting on evidence. Adds the link to coilysiren/inbox#417, paid for by reflowing the same section, since the page sits exactly on its 120-line cap. Nothing else changed.
