CI gate jobs stall while pulling the release image #1175

Two pull-request CI runs are blocked in the gate job before repository validation starts:

PR #1172, run #3688, job gate
PR #1174, run #3689, job gate

Each log ends at docker pull image=forgejo.coilysiren.me/coilyco-flight-deck/agentic-os:release with no later output. The other PR jobs completed successfully. This needs DevOps investigation of the release-image pull or runner registry path. Related: #1141.

Closed in the 2026-08-26 backlog burn-down (coilyco-bridge/agentic-os-kai#901).

Closing as a resolved transient. Both named runs are historical and CI has passed on every merge since, so the release-image pull is not currently stalling the gate. The structural sibling is #1141.

This was priority/P3, the default tier that unsure and unscored issues land in, so it had never been positively judged worth keeping. The 2026-08-26 burn-down ranked the whole P3 pool and cut the bottom. Closed here means not on the list, not wrong or worthless.

If this is live work, reopen it. The whole set is recoverable with state:closed label:burndown-2026-08.
