Restore the v0.21.0 release after role-intent schema landed #55

The release run for commit 244d1b9 failed before creating the v0.21.0 tag: https://forgejo.coilysiren.me/coilyco-flight-deck/agent-compose/actions/runs/21

Local evidence: the clean committed checkout passes the complete ward exec test suite, including Go, palette, pre-commit, actionlint, and secret scanning. The immediately preceding release run 20 passed on the same workflow. The public Actions log API route returns 404 on this Forgejo version, and the UI-log reader requires an attended token-bearing surface.

Live verification needed: inspect job 0 in run 21, repair the runner/release condition if operational, then dispatch release.yml for main with the normal minor bump so v0.21.0 is published. Do not change source merely to probe CI.

Blocks coilyco-flight-deck/agentic-os#650. Follow-up to #15.

Resolved by current release history. The v0.21.0 tag exists at b7c2e19, and the repository has published every subsequent minor through v0.31.0. The role-intent release gap this ticket tracked no longer exists.
