Outcome

Implement Agent Compose's repository-policy portion of the role-availability architecture: strict .agents/roles.kdl declarations, harness-invariant role resolution, deterministic residency projection, immutable bundle provenance, verification, and a materialize-only launch-consumer surface.

Done when

strict repository declarations and references fail closed
cascade emits one deterministic repository plan
verified bundles seal selected repositories and decision provenance
native launch and skill residency consume that plan
documentation and feature inventory describe the contract
repository validation passes through Ward
