Apply the Core Roster model-tier compatibility policy introduced by #188. Complex roles are frontier-only: Director, Portfolio Strategist, and DevOps. Foundational roles support frontier and commodity: Engineer, QA, Designer, and Content Manager. The high-security Community role is OSS-only. Keep model tier independent from bundle model class and retain model-neutral evaluator seats where the evaluation contract needs them.
