Closes #152.

Keeps full main validation on every push while gating only tag, build, upload, Homebrew, and Scoop publication on shipped product impact.

Docs, scored results, examples, tests, and development-only changes validate without a version.
Engine, embedded Core Roster, dependencies, release build, and packaging inputs publish automatically.
.release-major holds the breaking v2 stack on validated main until an operator explicitly dispatches the major release.
Manual dispatch bypasses the hold for exact-tag retries and the v2.0.0 major cut.
Homebrew and Scoop metadata now describes the Core Roster product.
Fixture coverage proves docs, results, product, initial push, hold, manual dispatch, v2 formula, hashes, URLs, and Scoop aliases.

This PR is stacked on #151. Live v2 dispatch remains gated on #150 independent QA and the complete parent release conditions.
